"Simply nice hotel"
Stayed twice there for 5 days in total. It's simply very OK. Adequately equipped, the rooms (single, that is) provide enough space for one man to stay several days or even weeks. Space is not excessive, but it'll do. Bathroom more than OK ! Furniture OK, but no more than that. No excess luxury. TV with some foreign broadcasts. No computer facilities. Spare electricity sparse. Adequate personnel and appropriate service, not over-friendly. Safe/Locker to stow away valuables (may be necessary in Bucharest...). All in all: better than most, reasonably priced. Located mid-centre, so that's OK. Restaurant on groundfloor of type chinese, but with a touch (or rather, a punch) of Romanian influence. Not cheap.
Hotel taxi from/to airport over-priced, but it's efficient and rather necessary to arrive downtown...

"Close to the city"
The hotel is situated amongst foreign embassies and I felt quite safe walking about with the added guards on patrol, however, I must state that I saw no trouble whatsoever in my 5 days in the city. The Romanian people are quite friendly, the younger students are keen to practice their English on you if you are patient enough to help them with their pronunciations. However, I had no problems speaking English anywhere I went, restaurants, bars, etc. The infrastructure is a little bleak though at times, when it rained for a whole day, there were puddles everywhere which made it hard to walk around in some areas. The roads and pavements need some attention and the driving standards of cars and buses leave a lot to be desired. Just because the green man is lit on the signal, always beware when crossing the roads, they won't stop for you if they can squeeze past. The hotel was comfortable, the room small by Western standards, but that seems to be the norm in a lot of the city hotels, but the service was fair and the breakfast was wonderful, and the rooms were very clean. The hotel was within walking distance of the city's highlights, it isn't difficult to get around walking really, there are lots of bank ATM's available and a couple of internet cafes dotted about if you feel the need to e-mail back home. There's a wide range of bars and restaurants, fast food outlets and a few huge size shopping malls to cater for your needs, no fridge magnets though or postcards could I readily find. So all in all, it was an enjoyable stay and I would personally certainly visit Bucuresti again in the future, but not in November, best time to go is the Spring or Autumn I was told.
